The economic (industry) and Information Technology Commission of Hunan, Hubei and Jiangxi provinces signed the strategic cooperation agreement on strengthening industrial integration of urban clusters in the middle reaches of the Yangtze River among Hunan, Hubei and Jiangxi provinces. The "middle triangle" will build a cross regional large enterprise group through concurrent reorganization.

Giving full play to the advantages of rich resources, low factor cost and great market potential, the central and western regions actively undertake industrial transfer at home and abroad, which is not only conducive to accelerating the process of new industrialization and urbanization in the central and western regions and promoting regional coordinated development, but also conducive to promoting the economic transformation and upgrading of the eastern coastal areas and optimizing the pattern of industrial division of labor nationwide. In order to further guide the central and western regions to undertake industrial transfer in an orderly manner, improve the cooperation mechanism, optimize the development environment and standardize the development order, the State Council recently issued the guiding opinions on undertaking industrial transfer in the central and western regions, pointing out the direction for China's industrial transfer.
The capital of the eastern coastal areas such as the Yangtze River Delta, the Pearl River Delta and the Bohai rim is relatively saturated, and the supply of factors such as land, labor and energy is tightening. It is urgent to accelerate economic transformation and structural upgrading. The infrastructure of the vast central and western regions is gradually improved, the factor cost advantage is obvious, and the industrial development space is large.
With the gradual formation of the national unified market and the overall improvement of factor costs, the original institutional and institutional advantages in the eastern coastal areas have basically disappeared, the extensive economic development mode is unsustainable, and the competitive advantage tends to weaken. At the same time, affected by the international financial crisis, the demand in the international market has dropped sharply, the orders in the Pearl River Delta, Yangtze River Delta and other regions where manufactured products are highly dependent on exports have decreased significantly, the export growth rate has dropped rapidly, and the economic growth rate has decreased significantly. Under the pressure of changes in the economic environment at home and abroad, the mold industry in China's eastern coastal areas is accelerating the pace of transfer to the central and western regions, which is not only the inevitable result of industrial gradient transfer under the law of market economy, but also an irreversible economic trend driven by global economic integration.
The Yangtze River Delta and Pearl River Delta along the eastern coast are regarded as the world's manufacturing bases. However, at present, most industries are labor-intensive and are at the low end of the product value chain. R & D, design and marketing, brand and other links are weak, and the ability of independent innovation is insufficient. They mainly rely on low cost and low price to obtain competitive advantage. The phenomenon of intra industry and inter regional homogenization is serious. Only by transferring some labor-intensive, resource consuming and environmental protection demanding industries can high-tech and high-level enterprises have greater activity space and stronger factor supply guarantee locally, and accelerate the pace of optimization and upgrading of industrial structure.
Some private mold enterprises in the eastern coastal areas with good business conditions and rapid development have accumulated considerable capital, technology and management level, and have transferred industries outside the region to obtain greater market and economic benefits throughout the country. Small and medium-sized private mold enterprises are active in the process of industrial transfer. Pursuing enterprise growth and promoting external expansion is often the goal of industrial transfer. Especially since 2008, due to the changes of macroeconomic situation, the market pressure has increased significantly, forcing enterprises in the eastern coastal areas to explore the market through industrial transfer. Luo Baihui found in the survey that at present, the transfer of China's domestic mold industry is at the peak. The transportation, communication and energy infrastructure in the central and western regions have been gradually improved, and the institutional environment, investment environment and market environment have been greatly improved. Coupled with low land, labor cost and rich resources, it has become an ideal place to undertake the transfer of mold industry. In the past, the industries in the Yangtze River Delta were mainly transferred to northern Jiangsu and Anhui, and now they are expanded to Henan, Shanxi, Shaanxi and other provinces. In recent years, many labor-intensive and resource intensive enterprises in Zhejiang have accelerated their transfer to Jiangxi and other central and western regions. Mold enterprises in the Pearl River Delta also began to transfer to the central and western regions. Ceramic mold enterprises in Foshan mainly moved to Jiangxi, Hunan, Sichuan, Shandong and other places. Jiangsu, Zhejiang and other provinces have accelerated the transfer of industries from developed areas to less developed areas in the province. For example, by taking financial support, comprehensive subsidies for electricity charges, preferential land use plans and other measures, Jiangsu promotes the North-South linkage, Counterpart Assistance and co construction of development zones, so as to vigorously promote the transfer of industries in southern Jiangsu to central and Northern Jiangsu. According to statistics, from 2001 to 2007, 10919 projects with a total investment of 382.6 billion yuan were transferred from southern Jiangsu to northern Jiangsu, with a total investment of 170.36 billion yuan. Shanghai is an important source of China's industrial transfer. At present, the local government has said that industrial transfer does not mean that all production links and enterprises are transferred out. Enterprises in the Pearl River Delta have also shifted their focus to the East and West wings of the province and the mountainous areas of northern Guangdong. According to the information provided by Luo Baihui, Secretary General of the International Mold Association, Dongguan mold enterprises are experiencing a transition from the traditional Hong Kong funded, Taiwan funded, Japanese funded, German funded and American funded background to private enterprises. The market orders undertaken by private enterprises tend to shift from Japanese orders to "two legs" in the domestic home appliance market and European and American automobile market.
Ouyang wankun, director of Hubei Provincial Commission of economy and information technology, said that Hunan, Hubei and Jiangxi provinces have a good industrial foundation and strong competitive characteristic pillar industries. Industries such as automobile, petrochemical, engineering machinery, optoelectronics and mould have strong influence and competitiveness in the country. Hubei will support enterprises in the three provinces to open up the industrial chain and guide the concentration of resources to advantageous enterprises, Focus on cultivating a number of large enterprises and groups with strong investment and financing ability and industrial integration ability. These large enterprises and groups will play a supporting and driving role in the industrial integration of the central triangle.
"The central triangle should take capital as the link and property right transaction as the main means to build internationally competitive industrial clusters through mergers and acquisitions. Promote enterprise mergers and acquisitions in high-tech industries such as electronic communication, modern medicine and fine chemicals, and form economies of scale in industries such as iron and steel, petrochemical and automobile through transformation and reorganization." Zhu Youzhi, President of Hunan Academy of Social Sciences, said.
"The integration of financial markets in the three provinces of Hunan, Hubei and Jiangxi lags behind relatively, and the three provinces should make great efforts in building a property rights trading market." Xu Changsheng, Dean of the school of economics of Huazhong University of science and technology, believes that the financial market is the basis for cross regional cooperation of enterprises. If the three provinces can have several institutions similar to Guanggu property rights exchange, it will greatly facilitate the cross provincial reorganization of enterprises.
At the same time, Xu Changsheng suggested that listed enterprises in the three provinces such as Sany Heavy Industry should be actively encouraged to hold shares with each other and strengthen the fundamental links among enterprises in the three provinces. "The construction of inter provincial corporate bond and commercial paper markets is also imminent, which affect the long-term capital flow and liquidity demand."
"I suggest that Hankou bank, Wuhan Rural Commercial Bank, Hubei bank and other Hubei enterprises actively set up branches in Hunan and Jiangxi to establish kinship with local enterprises; similarly, banking institutions in Jiangxi and Hunan should also set up branches in Hubei to create a dynamic financial market for urban clusters in the middle reaches of the Yangtze River," said Xu Changsheng.
Xu Changsheng also suggested that the three provinces should open the enterprise credit investigation system to each other. This is an important evidence for banks to decide whether to lend to enterprises.
